
Alongside City of York Council and Homes England, we have developed a five-stage engagement process on our emerging plans for Langwith Village.
Stage 1: Shaping the vision for Langwith Village
Langwith Village is intended to make an important contribution to meeting demand for high-quality affordable housing and new community facilities in York. However, the Langwith Development Partnership and City of York Council also want to make sure that the development will also create clear and meaningful benefits for the local area.
The first stage of shaping the plans for Langwith Village will focus on gathering feedback to understand what matters most to local people and organisations. They will use this feedback to set some clear principles that the Langwith Village plans will aim to address. The government’s housing and regeneration agency, Homes England, refers to these principles as “place based indicators”.
Stage 2: Creating a Langwith Village development charter
Using the feedback on what matters most to the local area, the Langwith Development Partnership and City of York Council will create a “development charter” for Langwith Village. This will be an accessible document that makes clear the benefits the new settlement will deliver for the city and local communities, how the development will be undertaken to best meet local needs, and how local communities will be involved throughout the development process.
Stage 3: Shaping the plans for Langwith Village
Having developed the principles that will guide the development, local communities and other interested parties will then have the opportunity to help shape the design, development and planning of Langwith Village. This will be an open and inclusive process, giving people in the local area a meaningful say in how the future Langwith Village will look and feel.
Stage 4: Langwith Village Design Code
Using all the feedback gathered so far, the Langwith Development Partnership will publish a Langwith Village Design Code, which will set out the key principles that the design and planning of Langwith Village will meet. This could include things such as green spaces, accessibility, walking and cycling routes, and the design principles of homes and other amenities.
Stage 5: Public consultation
The Langwith Development Partnership will create a masterplan for Langwith Village, informed by all of the feedback gathered at every stage so far. They will then hold a public consultation to share this masterplan, and any detailed plans for specific elements of the site, so that people can understand what is being proposed and share their views.
The feedback from this public consultation will help shape the plans that are ultimately submitted to City of York Council, as the local planning authority, to consider and decide.
